Intro

Cultural organisations create value through audiences, artistic production, community relations, partnerships and local economies. A good deal of that value sits outside conventional indicators, which is why impact measurement is a live question for anyone writing a funding application.

This resource pack was produced for EXCENTRIC's first Open Demo Day at the Arts Festivals Summit in Budva, May 2026. It gathers what is available to anyone starting out: measurement toolkits and frameworks, practice cases from organisations that have already done the work, and a glossary written as a starting kit rather than a reference work.

What is inside

  • Toolkits, guidelines and databases, including the Europeana Impact Playbook, Culture for Health EU and the Global Value Exchange

  • Practice cases from the Edinburgh Festivals, Derby Museums, and the European Capital of Culture Bad Ischl Salzkammergut 2024

  • A glossary in two parts: main methodologies, then the terms recurring across all of them

  • Plain definitions of Theory of Change, SROI, deadweight, attribution, financial proxies and the rest of the vocabulary funders use
